Andrew D. Basiago: Temporal Quantum Access

Andrew Basiago sure has quite an interesting story, problem is that its practically impossible to substantiate.
However, just like the Philadelphia Experiment, its a fascinating story with serious implications, if true. At the very least, such stories can help to stir the imagination of various possible scenarios.

Time Travel is always an interesting topic to explore as a thought experiment.
The universe is like an immense recording & projection of space & time. Any successful time traveler jumps or skips to other points in time. It might be difficult for people to think of the universe as having a memory. The cosmos is like a vast running program. A creator would have something like a cosmic OS. But there are many people that don't think of the universe as having a creator. Still there are all sorts of organized patterns that are indicative of a cosmic OS.
Just as people have many layers & types_of_memory the Multiverse could metaphorically be like a hybrid drive.
